"As a new type of construction method, assembly building can promote the traditional construction industry from decentralized and backward handicraft production mode, crossing to the modern  technology-based socialized large industrial production mode, which helps to realize the 'double carbon' goal and is the necessary way for the transformation and development of the construction industry. " National People's Congress, Gansu Construction Investment Group party secretary, chairman of the board of   directors Su Yuehua said that this year's National People's Congress, he brought "on the support of the development of assembly building proposals," hoping to promote the solution to the constraints on the further development of the industry.

     In recent years, China has vigorously developed assembly-type construction. The Ministry of Housing and Urban-Rural Development has issued the "14th Five-Year Plan for the Development of the Construction Industry", proposing that by 2025, the proportion of assembled buildings in new buildings will reach more than 30%. Localities have been actively promoting it, and significant results have been achieved.

    However, there are still some problems in the development of the industry, for example, the relevant documents are not sufficiently detailed, resulting in the implementation of the link is easy to understand the bias; incentives and concessions are not strong, not enough to promote; assembly building technology standard system is not perfect; professional and technical personnel and industrial workers are not in place to cultivate the team. In this regard, Su Yuehua suggested:

     Increase the promotion of assembled buildings and formulate clear policy measures. Governments at all levels should further clarify and optimize the scope of implementation of assembled buildings, implementation standards and implementation requirements, and further enhance the implementation ratio of assembled buildings.

     More timely and powerful policy support in terms of credit financing, incentives and rewards, and taxation shall be given to the relevant main bodies of the industrial chain, such as investment enterprises, construction enterprises, design and whole-process consulting enterprises, green building materials and component manufacturers, and equipment manufacturing enterprises, which carry out assembly-type building projects .

     Local governments should further develop practical and operational implementation measures for the promotion and application of assembled buildings, incorporate assembled buildings into all aspects of the approval of engineering and construction projects, rigorously control and implement the main responsibilities, and clearly define the design and construction technical standards, as well as the mandatory measures and milestones for the promotion and application of assembled buildings.

     The accelerated development of multimodal transportation in China in recent years has brought new opportunities to China's container industry. Under the "Belt and Road" initiative, China is actively promoting the construction of new international cooperation markets and new logistics corridors, which provides a broad space for the development of China's container industry and multimodal transportation.
